Can association bar delinquent owner from common areas?

One of the condo owners owes the association over $10,000. We are a 10 unit association and need this money. He filed for bankruptcy in January. No decision has been made yet. Why can't we restrict him from using common areas, such as the laundry room, etc.. while he is doing this bankruptcy. His attorney said we have no right to do so.
