Condo association treasurer won't share delinquency info with board


Question:

I'm the secretary of my condo association and I'm engaged in a debate with other officers over who are entitled to review the financial records showing delinquencies. The treasurer says, to protect the privacy rights of delinquent owners, that information should be reserved for her eyes only. I believe myself, the president and vice president should be able to review these records as well. How can we, as elected officers, work to rebuild a reserve that has run dry if we all don't have full access to the books. Our bylaws state all owners may review the financial records, but there is nothing in the bylaws specifically referring to delinquencies and privacy issues.
