Our condo association broke bylaws - didn't hold an annual meeting


Question:

According to our Bylaws (incorporated in New York), we are to have an Annual Meeting every year. However we did not have any meeting in 2011 as the Board "postponed" it to April 2012 as they could not "get the finances together in time." This is clearly a violation in the Bylaws and I was wondering how to follow up with this and ensure that this does not occur again. Any suggestions on how to follow up? Also is there any way to enforce the Board to comply with Bylaws? Can the state of New York help? Also I found out and have had verbal discussions with Board members who have ignored my requests. I have sent emails and they go unanswered. How do I get the Board to respond? They have segregated themselves from the rest of the community. Thanks for any help.
