Can homeowner share vendor invoices without HOA approval?

Question:

Is it okay, as a member of the HOA board or even simply as an owner, to share invoices of work done by HOA contractors with outsiders without first getting approval from the Board? So, if I wanted to get a second opinion on the cost a contractor charged the HOA for, say, renovation work, could I simply share that invoice with an outside contractor to get their opinion without first getting approval from the BoD?
