Does condo association need a CAM?

Question:

Was told that to self manage an HOA with 85 members we need a CAM on the board and a separate enforcement committee. We have the board, and ARB and a dispute resolution committee. The BOD plans to out source the financial and legal services but manage the complain and social out reach within the board. Can anyone comment about when a CAM is required for self managing a small HOA and point to any documentation that discusses separate enforcement committees?
