Do Massachusetts condo owners have problems with getting docs?

Question:

Since Massachusetts has no state agency, association of condo owners, or a Condo Owners' Bill of Rights, to oversee issue between owners and their boards, it is difficult to get a grassroots communication around problems. I am wondering if any MA condo owners have had a problem with their board either getting access to their documents, financial, etc, which must be kept by state statute for a period of seven years? I have had this problem and I'm sure I can't be the only one in the state that has had this issue. Without gaining access to these records from the Board, it could prevent refinancing and buying if a bank can't see what they are financing. MA has a state statute, but no teeth in it to protect condo owners. Thanks for your input.
