Can a Unit Owner propose a budget at an Annual Owners' Meeting?


Question:

Our association's by-laws state "The Board shall have the duty to prepare an annual budget setting forth the projected Common Expenses for the ensuing fiscal year...". As part of my campaign to run for the Board, I proposed an alternative budget with lower condo fees($100/month). At the Meeting, I was told by the Board that I could not propose an alternate Budget, that it was "against our By-Laws". I did review it with attending owners during my campaign speech allotted time. I lost the election. A material math error was noted on the Board's budget, and the voting on the Board's budget was not done. Per a motion, the Meeting was "recessed" (not adjourned) to allow error check and correction. In the meantime, many Owners requested that I submit my proposed Budget to the Board as an item for review when the Meeting was continued. I asked the Board how they would like to handle distribution (should I distribute, or would they distribute the two together). This is when the Board replied to me that "The Board shall have the duty to prepare an annual budget setting forth the projected Common Expenses for the ensuing fiscal year..., and that my proposing an alternate Budget was "inappropriate and not provided for in our Condo documents". So, my question is: "can a Unit Owners submit a budget for discussion/review to a Board, or at an Annual Ownrs' Meeting? Thanks, this is a messy one!
