State law says condo association owners can vote on budget too


Question:

I own a condo in South Carolina. According to the state law all owners are to be able to vote on budget. I brought this to the attention of the board but they refuse to let the owners vote on any matters relating to our condos. I was told only the board gets to vote. How should I handle this? I'm not even allowed to see any financials. Our management company ignores state law.
