Smoke from grilling next door disturbs condo neighbors.

We live in a three story condo building on the third floor. We have constant smoke from a grill and intense air freshner smells that fill our back patio. We can not leave patio doors open for the short cool season we have. I am extremely allergic to perfume smells so most days I need medication in my own home. We have spoken to them about the grilling but it continues almost nightly. What is the best way to approach this?
