Our condo association bylaws not valid if no one enforces them?

Question:

I am taking over as condo president. In the past the condo by-laws have not been enforced. Does that render the by-laws not enforced invalid. If by-law requires majority of owners to approve or disapprove of improvements, etc... is it still valid?
