Condo association dilemma: no meetings, no decisions made

We have three year old association, pretty much run by one guy. Two ineffectual Board members, one a lawyer who refuses to discuss condo business with me. Wants me to attend a regular meeting, CATCH-22, they don't have regular meetings with miniutes, just phone calls. The President doesn't answer any questions. The association passed a resolution requiring Four association member meeting per year, but none have been called. Suggestions
