Condo owner storing boat on association front lawn

Question:

I live in a Condo Association in which the by-laws have not been amended since 1985. It has no provision for items openly stored on the property. Suddenly a large boat appeared in front of the condo that clearly belongs in a boat slip. Is this legal or does a by-law have to be made to tell the renter/owner to move it.
