Property management company bills condo owner for inspection

I was having a problem with my ceiling, bowing and cracking, due to a roof repair. I live on the top floor. I got some estimates for repairs at no charge. The property management company sent out a "handyman" who was to inspect the ceiling and the roof. He only inspected the ceiling. The management co then sent me a bill for $175.00, advising that 1) I would be responsible for the repairs and 2) this bill would stay on my account until paid. I have advised that I have no intention of paying this invoice. May I have your comments, please? Thank you.
