How does condo association handle a hoarder?

We have a lovely 22-set of condos and recently a 60-year old woman bought one and moved in November 2012. She is a hoarder, and there is not one place to turn to get assistance other than an attorney because of the liability issue. I, personally, have contacted every available state agency including the Governor's Office to solicit assistance to get her help. The family washed their hands of her problem. Does anyone have a sense of direction for us at this point? We are in Arizona.
