Condo president refuses to introduce any motions at meeting

Question:

I attended recent Condominium Association annual meeting where chair person refused to acknowledge anyone willing to introduce motion. He refused to yield floor whether you raised your hand or stood. Any thoughts on how to handle this individual in the future? Mike
