How should condo association share a $4,000 water damage bill?


Question:

A leaking toilet in one unit in our building caused some water damage to the unit below it. When the plumber came to replace the wax ring on the bottom of the toilet, he discovered a few small leaks in the water pipes that run through the floor. We have no way of determining which source of water (leaking toilet or leaking pipe) caused the damage (about $4,000 to repair the damaged unit). The cost is below our HOA's insurance deductible, so we cannot submit a claim to our carrier. Any thoughts or suggestions on a fair way to allocate financial responsibility between the HOA and the owner with the leaky toilet?
