How does condo association enforce a renter clause

My condo docs state: "No unit owner may lease less than his entire unit and interest in the common elements." Can a unit owner in my condo complex then rent out a bedroom to student at local university? How is this different from son/daughter coming home to stay with Mom/Dad. If prohibited, how is this clause enforced. We do not want student rentals in our complex.
