The city condemned my downstairs neighbor's unit

I own a condo in an 8-plex building. I noticed the city condemned my neighbor's unit below me as it says the structure is unfit for occupancy. 

The management changed the locks so the owner can't gain access and I've heard it's a hoarder/plumbing issue. Will the owner be able to make the proper repairs, or will the unit go up for sale? 

If it does go up for sale and there is no loan on it, would the HOA take over the unit or would the owner have a chance to sell it?
