Too much liability for owners to join roof inspection?


Question:

We have a small condo association and recently had a complex roof replacement project undertaken following massive masonry repairs last year. The project engineer is conducting a walkthrough and is inviting others to attend. A couple of owners are interesting in attending, myself included. Our property manager is stating that unit owners should not go up on the roof for liability reasons. One person is a board member. Seems that the homeowners need to be knowledgeable about the roof, gutters and drains and this must be done by visual inspection. Thoughts?
