Truck erroneously towed from handicap space. Who pays?

Question:

I just had my truck towed from out of a handicapped parking zone. I called the tow truck company and they stated it was towed for not turning in new parking passes paperwork. I stated I know I haven't turned the paperwork in. But you towed me from a handicap parking space with in the daytime with my placard in the rearview window. He stated how do i know your handicap over the phone? Is this legal and should I have to pay for towing?
