Two questions regarding our HOA

Question:

Two questions...

1) is it okay for The HOA board to buy merchandise from a homeowner for the common areas ie: light fixtures for the hallways? I am against. What do you think?

2) we live in old beach condo building not air conditioned. Is it possible to connect the fan docks in the hallways to air conditioning and to the units? I don’t know the right terms, hope it makes sense.
