Unauthorized condo work in building

I own a condo in a poorly managed owner association. One of the unit owners recently had a demolition/gut renovation of his kitchen and bathroom. It was my understanding that once permits were pulled, shutters would be notified by mail through the City's permitting/inspections services. Permits were NEVER pulled!!! Also, a large window was removed, boarded up and painted without association approval.
