Our Association is located in Washington DC with only 18 units and we have been dealing with a self-appointed Board of Directors that has been going rogue (if you will).
The owners requested a Special Meeting to vote for new board members. The self-appointed president of the Association held the meeting, but would not allow the vote to take place stating that of the 18 owners only 15 were presented so we have no quorum; I believe she was incorrect.
To remove board members only 2/3 votes are required. Can the owners hold their own meeting and vote for new board members?
