What defines condo board quorum?

Question:

We here in California have three condo board members plus an associate member. Before we had the associate member, if two out of the three board members met over coffee accidently, it would be a quorum and a violation of the “Brown open Meeting Act”. Now with the associate member making four, could any two could meet anywhere any time without it being a quorum, right ?
