What is this confusing wordage for condo elections?

This question is submitted by Erik K. out of Park Ridge, IL.

Question about Condo Board elections.

Can someone please interpret in more common language what this statement means? I would really appreciate it. Thanks

"Notwithstanding the foregoing, if thirty percent (30 %) or fewer of the units, by number, possess over fifty percent (50 %) in the aggregate of the votes in
the Association, any percentage vote of the members of the Association specified herein or in the Declaration or in the Act shall require the specified percentage of number of units rather than by percentage of interest in the Common Elements allocated to the units that would otherwise be applicable."
