What's to stop "vote" fights at NJ board meetings?


Question:

condo-board-gang-fight.jpgIn our by-laws, it states that a majority of owners present at an open meeting can vote out a board member. Our 130 unit [owner] meetings are very poorly attended, [maybe 20], so what is to stop ax grinding by ex board members and gathering of 11 voting out a board member?

What is to stop the remaining board members from reappointing the same board member right back in at the very same meeting? It would seem this by-law allows a gang vote fight every meeting.
