When does a 'visiting' pet become a 'resident' pet?


Question:

This question is submitted by Ingrid C. out of Wisconsin

We have rules about owners having pets, like most condos; but when does a 'visiting' pet become a 'resident' pet? Example: If an owner has a 'visitor' stay over for days/weeks at a time with their pet, can we deal with this somehow?
