Where can we educate ourselves about HOA laws?

I live in a condo HOA in Iowa. It’s a nonprofit corporation. Is there a book or online course where I can learn if any Iowa laws pertain to our HOA? Our developer runs the HOA by intimidation. We are an elderly neighborhood and people are afraid of him. There is never any audits and he brags how he keeps no receipts. I believe an audit is required by our by-laws. He does all the work and pays himself. No bids. He decides what needs to be done neglecting what many of us want done. I doubt if the IRS knows about the money he is making. Please help!
