Who else has problems with Direct TV and Dish?

Question:

We are having problems with Direct Tv and Dish. When installing a new dish for a tenant, they refuse to remove the old one unless it is theirs. We now have buildings with 10 units that have 14 dishes. We have no way of knowing which dishes are inoperable.  What other associations are having problems with Direct TV and Dish as far as removing old dishes when installing new ones?  Wyoming.
