Who is responsible for the inner ceiling of my apartment falling down?

The inner ceiling of my apartment fell down. We contacted our association for them to assess the root cause of the damage. We asked for them to hire a professional builder to come to the apartment and assess the damage, however, they just informed us that because is the inner ceiling, they are not responsible.

 

I want to know if it's my association's responsibility to assess if the damage to my apartment was due to building damage and if they are responsible to fix it, or if it's my insurance provider's responsibility to assess the damage and fix it. Otherwise, do I need to fix it myself?
