Who is responsible for window repair - HOA or owner?

When visiting my daughter in Nashville, I noticed that her bay window in her bedroom was separating from the window pane . It felt as if the building maybe settling an pushed the window to separate from the interior . I could pull the window back to the window sill but there was resistance. I checked her other windows and they all were fine . If it is a building structure issue ...would the HOA be responsible to fix
