Who is responsible for HOA window repairs?

Question:

I own a coop in Florida. Our by-laws say nothing about windows but they say HOA is responsible for the exterior structure, concealed pipes, etc.. HOA wants to amend the by-laws and make sure the windows are the owners' responsibility.  Some units have much more windows then others. Can you tell me who is responsible for the windows with the current by-laws? Can they modify the by-laws to give the responsibility to the owners?
