Who pays for HOA heat remedy?

The common area attic in my condo has nothing to prevent heat from coming directly into my vaulted ceilings living room. The HOA sent out an inspector who determined nothing was blocking the heat and the remedy is to apply a baseboard and top with additional insulation in the attic. Who is responsible for paying for this?
