Who should pay for floors damaged by termites?

Question:

termite-condo-floor-damage.jpgThe condo I live in and own is over 40 years old. It was originally built as an apartment and was cheaply built, which I found out after buying.

The floors in some (maybe all) are now causing vibrations in my unit and I  can hear them popping. I have always had good carpeting and padding. We had termites approximately 10 to 12 yrs ago.

The board and management kept putting off having the buildings sprayed for termites until it got really bad. I think they did some damage to the floors, but can't get the board and or management to check. Thus, I get little sleep due to hearing the neighbors throug the bedroom wall.

Who is responsible for putting in new floors, which is what an engineer told me is needed? Individual owners, or management? A new floor is going to cost more money then most of us have here.
