Who should pay for rain gutters?


Question:

In trying to take care of some ongoing water pooling issues in our complex, and not having enough money in the budget to complete the projects in a timely manner, a board member is proposing a letter to unit owners asking: " Would you be interested in helping as a volunteer, or financially for your own condo? (each new gutter for front and back per unit would cost between $1600-$2000)

"If you are anxious to have Leaf Guard rain gutters and also under the sidewalk downspouts , we want to give you opportunity to pay for your own and/or volunteer
in order to speed up the process of getting these projects done for your own condo.
It may be quite a few years before the association has enough money to complete
these projects for all condo owners."

My question is if the association has already paid for 6 of these to try them and see if we would be happy with them and if they work well in helping resolve our water issues, the plan was to install more next summer, wouldn't it be unfair to those who would pay for their own if those 6 had theirs paid by the associations?

This proposal is only for those who want theirs done immediately, rather than waiting for the association to have enough to cover the cost No one would be required to participate.
