Why does HOA board member need to be financially rewarded?


Question:

We had a swimming pool project that cost us $87K and we had a board member volunteer to over see the project.  Now the other board members want to reward him with 10% which would be over $8K. He didn't bid on the job. Can the board legally give him money just to be given? I feel its a conflict of interest to pay any member money especially when he volunteered.
