Young kids are nuisance in condo building


Question:

Our HOA bylaws says no one under age 15 years in our building. The unit above us was purchased by a woman with 12 and 15 yr old boys . We hear running, balls rolling all over the floor, jump roping at all hours of night and at 6:30 in the morning. We did speak with her and she confirmed that her kids run laps around and play ball , jump rope etc everything we hear and her response was well. I have kids . She told us she contacted the management company that they told her not worry about the boys that they would make an exception/amendment for her. The HOA president does not consider this a noise nuisance as it’s not a barking dog, loud tv etc..but that her tile floor she had been installed was not inspected or approved by the management company. We were told later by the grounds maintenance person that she sent pictures of her installed floor to the management company 6 months after she moved in and they excepted her pictures. We have thought about moving but now have been hit with an assessment so several units are now for sale. We would appreciate any suggestions thank you !
