HOA gets lawyers involved in rent collection

Question:

Our management company sent to our attorney advising him that we are not receiving rent payments as owners are living there still. These unit owners have $0 balance on their unit owner ledger and she is charging them $18 each the amount attorney charge per unit is this legal.  Florida
