How does HOA access legal files?


Question:

Over the years HOA board members change, natural turnover in a large property. Often times they readdress issues for which we have recent past legal opinions. Sometimes new Board member specifically readdress an issue without a legal input because unofficially know the prior opinion does not suit them. I was wondering if other properties archive legal opinions in order to not have the work repeated and re-billed? Can past legal opinions be made available to owners, since they are not technically the client (as the attorney represents the Association, embodied in the Board of Directors)? Is a new Director entitled to access to legal opinions rendered prior to their term?
