Re-siding project creates condo damage

Question:

The HOA of a condo I own in western Washington recently completed a re-siding project. In doing so the contractor opened a full wall on one side and the pony wall on another side of the landing outside my front door, and replaced the walls with wrought iron fences and railings. The result is that rain now blows into the landing, puddles, and if the temperature drops it freezes to a sheet of ice. This was never a problem prior to the alteration. What options do I have, legal and otherwise, as this has caused a condition which is very detrimental to my property.
