Should condo association fix water damaged floor?

Question:

There was an issue with the foundation in my condo which resulted in moisture seeping up and damaging the floor. The association agreed to fix the foundation, but not the flooring that was damaged as a result of the moisture. Who is responsible for that? My insurance won't cover it since it was not a sudden loss.
