A common sewer drain pipe is broken and needs to be replaced!

A common sewer drain pipe is broken and needs to be replaced (it has backed up into my sink and has been snaked several times). They will be digging up my tiled floor, and removing drywall, and cabinets to replace the pipe. Who is responsible for the repairs?
