Approval of structural modifications in condominium

Question:

This question is submitted by Cindy P. out of Michigan

The co-owner has presented the Board with a proposal to have cellulose insulation installed between the walls and ceiling of her condo. (Our condos are multi-family apartment-style, stacked, and back to back).

Bylaws do not prohibit structural modifications, they just require an Owner to get approval. Does anyone have experience or knowledge of this? Thank you in advance!
