HOA funds repair for board member's own home


Question:

We have an HOA "COA" board that has suffered numerous board member replacements due to recent condo sales. But, it has come to my attention the board has approved payments to a contractor for repairs in a particular board members unit that do not fall under the responsiblity of the HOA. I believe the board member is using a broad interptation of the bylaws to cover his/her expensive repairs. As with some of HOA boards a dominate personality can push or cajole other members to agree with them. What would you recommend we do? Is it illegal to misappropriate funds in this manner?  Texas
