Board president's hubby annointed building manager

Question:

I live in a 40 unit condo. The Board's President's husband was appointed as the" Building Manager." that was the title he was given. However he is not a unit owner; he is not on the deed. In addition, the unit owners pay a management company for services they render. Is this a common practice?
