Can property manager withhold financial info from the condo board?

Question:

I live in New Hampshire and am on the board of our condo association. Our property management company has advised us that there is a unit owner who is several months behind on payment of condo fees, but will not reveal the unit number or owner's name to the board. That makes it hard for us to take legal action. Is it legal for the management company to withhold this information from the board?
