Can an association ask for a dog license?

I'm the Power of Attorney for my disabled sister that lives in a condo in Fairfield CT. Her association has a two-dog limit. My sister has lived at the condo for 20 years and has had her dog for 13 years. Can the association ask for her dog license? It is not in the rules and regulations and they have not asked in the past 13 years. No other tenant has been asked for their dog license. There have been no complaints against her dog. The request was asked when I confirmed their 2 dog rules(thinking of getting her a service dog).
