Can condo president order building inspection?


Question:

Our board with two new members voted to conduct a walk-around inspection of residences to look for defects needing improvements. The acting president later cancelled our walk-around because he said that he has the power to call and cancel meetings. Was that a meeting? Then he informed the board that a representative of the management company will do the walk around instead of us as it carried "more weight" and it was included in our contract. The other board members felt it was important for the new members to be trained in how conduct a walk-around and that since we live there we carry "more weight" than an outsider. Lastly, is it legal and ethical for a management company to act on instructions from a board president knowing that the board has not voted for such action?
