Questions on amending HOA declarations in Florida


Question:

Florida question.  We are working with attorney on amending and restating some sections of our Declarations to comply with the 2018 law changes. Owners will vote on the changes at the annual meeting.  We will be doing the usual mailing of proxy and meeting documentation - we do not do electronic voting. Rather than mail a new Declaration ( 35 pages). Can the documentation to be voted on be emailed to owners for their reference? We would still hard mail the proxy and meeting notice.   Can proxy be emailed - printed by owner and hard mailed back? Looking to save some costs on hard mailing.  So over all question is - can we email PDF file to owners of restated - amended Declaration?
