Can HOA make owner tear down deck or patio?


Question:

I built a deck 15 years ago without any permits or permission from our HOA. Can the association make me tear it down? It is clearly on common elements/land, and in poor condition. How is responsible to make sure it is safe? Does it now belong to them, since it's on common elements? I understand about non-enforcement and grandfathering on things like pets etc, but deteriorating deck? Please help with some facts.
